Text of the Welsh homelessness legislation, as it will read when amended by the 2026 Act

I have uploaded a guide which shows how Part 2 of the Housing (Wales) Act 2014 will be amended when the provisions of the 2026 Act are brought into force.

The document shows what text is to be omitted and the text that will be added, when the provisions are brought into force.

As the guide shows, the statutory framework is being comprehensively rewritten. Indeed, the 2026 Act constitutes the most radical change to the homelessness legislation in Wales since it was first created via the Housing (Homeless Persons) Act 1977.

I previously published a similar document, based on a version of the Bill, during its passage through the Senedd. That guide is now out of date and should no longer be used. The Bill was subject to further amendments before it received Royal Assent.
