On 1 April 2026 the Homelessness and Social Housing Allocation (Wales) Act 2026 received Royal Assent.

I have uploaded a guide which shows how Part 2 of the Housing (Wales) Act 2014 will be amended when the provisions of the 2026 Act are brought into force.
The document shows what text is to be omitted and the text that will be added, when the provisions are brought into force.
As the guide shows, the statutory framework is being comprehensively rewritten. Indeed, the 2026 Act constitutes the most radical change to the homelessness legislation in Wales since it was first created via the Housing (Homeless Persons) Act 1977.
If you are involved in planning for implementation, the guide will help you to drill down to precisely how the homelessness rules in Wales are changing.

Note
I previously published a similar document, based on a version of the Bill, during its passage through the Senedd. That guide is now out of date and should no longer be used. The Bill was subject to further amendments before it received Royal Assent.
